The Order of the Holy Flame is an independent paladin order devoted to Aelithia and Galenar. Its members protect people who cannot protect themselves, investigate serious crimes which local authorities cannot or will not pursue and bring proven perpetrators before a court. When no honest court remains, the order may pronounce its own judgment, although this authority is restricted by old charters and by the order's own code.

The order is built around a difficult belief. Protection without consequence allows the same danger to return, while revenge without restraint creates another injustice. Aelithia teaches the paladins whom they must defend and which limits must not be crossed. Galenar teaches them that guilt must carry a cost and that powerful offenders cannot purchase forgetfulness. The Holy Flame represents the point where those duties meet.

The order is best known for armoured paladins, but it also includes investigators, healers, scribes, advocates, armourers and lay servants. Many of its most important victories have ended without a battle. A witness reaching safety, a forged order being exposed or a corrupt official losing authority can matter more than the death of an enemy.

Purpose and Authority

The Order of the Holy Flame exists for cases in which ordinary protection has failed. A village may be isolated from its ruler, a city watch may be controlled by the person committing the crime or a victim may be too poor to bring a case before a court. A chapter which receives such a petition first determines whether the danger is real and whether another authority can deal with it honestly. The order does not claim every dispute simply because one side invokes a god.

Its ordinary work falls into three duties. The first is guardianship: escorting witnesses, defending settlements, breaking sieges, finding missing people and moving threatened families to safety. The second is inquiry: collecting testimony, preserving evidence, following money and identifying who gave an order rather than punishing only those who carried it out. The third is retribution: arresting an offender, compelling restitution, destroying a continuing threat or, in the most serious cases, carrying out a lawful sentence.

The order's right to cross borders is not universal. Some kingdoms recognise its charters, others permit individual chapters to operate under local law and a few treat armed paladins as foreign agents. Experienced Watchers therefore spend almost as much time negotiating safe conduct as planning campaigns. Entering a realm without permission is allowed only when delay would clearly cost lives or when the government itself is responsible for the danger. Even then, the decision must later be examined by another chapter.

The order refuses to serve as a private army. It may accept food, shelter and payment for a long expedition, but it cannot be hired to settle an inheritance, collect a commercial debt or frighten a political rival. Gifts given after a case are recorded publicly. Property seized from an offender is returned to its owners, used for restitution or placed under court control. A paladin who quietly keeps part of it commits both theft and religious betrayal.

The Covenant of the Flame

The order calls the union of Aelithia's and Galenar's teachings the Covenant of the Flame. It is not a claim that the two gods agree in every matter. Their disagreement is considered useful. Aelithia asks whether an action protects the innocent and obeys a just law. Galenar asks whether the guilty have escaped consequence and whether a punishment resembles the harm which was done. The paladin must answer both questions.

Aelithia stands first in every defensive oath. Her teaching prevents the order from treating an investigation as a hunt. A suspect is not yet guilty, surrender creates an obligation and even a guilty person cannot be punished by harming their family. The order's shields display her sword and scales because force remains subject to judgment.

Galenar is invoked after guilt has been established. His teaching prevents the order from accepting apologies which change nothing or fines which only the poor can feel. A wealthy official who starved a district may be ordered to surrender land and office rather than pay a sum from a treasury. A jailer who kept innocent people in darkness may be sentenced to maintain and inspect the prisons he once abused, under guard and without authority. Death is not the only serious consequence, and the order often considers it less useful than restitution.

This balance is never perfect. Vigilants within the order fear that the language of revenge can corrupt a protector. Vindicators fear that endless caution allows powerful criminals to exhaust witnesses and destroy evidence. The disagreement appears in chapter councils, sermons and training, but neither side is permitted to remove the other teaching from the Covenant.

The Code of the Holy Flame

Every sworn member accepts the same code. Chapters phrase individual lines differently, but the duties do not change.

Protection comes first

Remove people from immediate danger before pursuing the person who caused it. A paladin who abandons victims for a more glorious chase has chosen pride over duty.

Proof comes before punishment

Test testimony, preserve evidence and allow an accusation to be challenged. Certainty declared too early is one of the easiest tools of a tyrant.

Surrender creates responsibility

A surrendered enemy may be bound and judged, but cannot be killed for convenience. Once accepted, the surrender is protected by the order's honour.

No innocent pays the debt

Family, servants and communities do not inherit the guilt of an offender. Collective punishment is forbidden even when it would force a quicker victory.

Strength must answer to law

An order from a ruler, commander or priest may be refused when it is clearly unjust. Rank does not turn cruelty into duty.

Consequence must end the danger

Retribution should repair, restrain or expose. Pain inflicted only to satisfy anger is not the justice of Galenar.

Members are expected to speak truth during formal inquiry and judgment. Concealing a witness, route or plan from an enemy is not considered lying, but falsifying evidence is among the order's worst offences. A paladin may use a false identity during an investigation only with the approval of a Watcher and must record what was done afterward.

Mercy is permitted and sometimes required. It is not the same as pretending that nothing happened. An offender who confesses, repairs the damage and accepts limits may receive a reduced sentence. One who offers repentance only after capture receives less trust. The order judges a change by the duties accepted, not by the beauty of the apology.

Structure and Ranks

The Order of the Holy Flame is divided into chapters. A large chapter maintains a fortified house, a court chamber, a chapel, an infirmary and secure archives. Smaller chapters may occupy only a rented hall and stable. Each chapter answers to a Watcher but holds considerable independence because distant communication can take weeks.

Members usually work in cohorts of five to twelve. A cohort is deliberately mixed. Paladins provide defence and arrest power, while investigators, clerics, scouts or healers provide skills which armour cannot replace. A cohort sent to examine missing grain may discover corruption rather than monsters, and a sword cannot prove who altered a warehouse ledger.

The order uses the following ranks:

Guardian is an honour commonly given to retired members who remain attached to a chapter. Guardians teach, maintain archives and advise tribunals. It is not a higher rank, and an old hero cannot command active cohorts simply by invoking it.

The High Watcher is elected by the assembled Watchers and selected Flames Eternal. The office is held for twelve years and may be renewed once. A High Watcher can be removed by a two-thirds vote after an open hearing. This rule was introduced after an earlier leader used emergency powers to hide failed investigations and is now considered one of the order's strongest protections against its own authority.

Training and Initiation

The order accepts people from many nations and ancestries. Most recruits already possess some useful experience as soldiers, guards, advocates, healers, hunters or temple servants. Noble birth offers no formal advantage. A candidate sponsored by a powerful family is usually examined more carefully because chapters have learned how easily patronage can become control.

Training normally lasts between three and six years. Initiates study physical defence, weapons, restraint and survival, but they also learn law, questioning, record keeping, first aid, magical hazards and the preservation of evidence. Every initiate must serve in an infirmary and accompany an investigation in which no combat occurs. The order wants members to understand that helplessness is not solved only by defeating an enemy.

Paladins train with sword and shield because the combination reflects Aelithia's protection and allows an opponent to be contained. Spears, maces, bows and polearms are also common. The order does not require a single favoured weapon. An investigator who can protect witnesses and a healer who remains steady under attack may serve the Covenant as fully as the strongest duelist.

Magical training focuses on recognition and survival. Initiates learn the signs of enchantment, possession, illusion, curses and false divine manifestations. Those capable of magic receive more advanced instruction, while others learn to work with specialists. The order considers pretending to understand an unknown spell more dangerous than admitting ignorance.

The final test is called the Three Watches. During the first watch, the initiate protects a person or place without being allowed to pursue the source of danger. During the second, they investigate a constructed case in which the obvious suspect is innocent. During the third, they must recommend a consequence after hearing both victim and offender. The tests are not designed to produce one approved answer. They reveal whether the candidate understands responsibility, doubt and restraint.

The full oath is sworn before the chapter's flame. The initiate places one hand on a shield and the other above an unlit lamp. An ember from the sacred fire is placed inside it only after the oath is completed.

“I will stand before the blow. I will seek what is true before I name what is guilty. I will not call anger justice, nor mercy forgetfulness. I will guard the innocent, accept the surrendered and bring the proven wrong to consequence. No command will make cruelty my duty, and no rank will place me beyond judgment.”

Methods and Duties

Most cases begin with a petition. A chapter clerk records who is asking for help, what danger is claimed and which local authorities have already been approached. Urgent requests can send a cohort out immediately, but a written record is still created. False petitions are common enough that the order refuses to act only on reputation or emotion.

An investigating cohort divides responsibility. One member protects witnesses, another records testimony, another examines physical evidence and a fourth speaks with local officials. Separating these roles makes it harder for a single paladin's assumptions to control the whole case. Important conclusions must be signed by at least two members who reached them independently.

The order prefers arrest and public evidence to secret execution. An offender exposed in a court loses allies, money and authority as well as freedom. There are exceptions. Undead, fiends, active cult sacrifices and creatures which cannot be safely contained may need to be destroyed immediately. Even then, the cohort records what it saw and why no lesser action was possible.

When a ruler is implicated, the order first seeks another lawful authority: a council, temple court, royal relative, imperial inspector or assembly of recognised guilds. If every institution is controlled by the offender, a chapter may convene a Flame Tribunal. Such a tribunal requires three senior members from at least two chapters, testimony made public where possible and a written judgment sent to neighbouring authorities. This procedure is slow by design.

A field cohort divides its work between protection, testimony and physical evidence. The order considers each duty part of the same case.

The Sacred Flame

The fire kept at the Bastion of the First Flame is a real consecrated flame, not only a metaphor. It is tended day and night in a low stone hearth. Each recognised chapter receives an ember sealed inside a silver and blue lantern. New chapterhouses light their own hearth from that ember, creating a physical line of continuity across the order.

The flame is not believed to be impossible to extinguish. Treating it as indestructible would make its guardianship meaningless. If a chapter's fire dies by accident, the Watcher must record the failure and request a new ember. If it is deliberately extinguished during an attack, recovering or relighting it becomes a public sign that the chapter has returned.

Aelithia's priests interpret the flame as the light which reveals truth and keeps watch through darkness. Galenar's priests interpret its heat as consequence: hidden wrongdoing can remain close to it only for a time before it is exposed. The order joins both meanings. A flame gives light before it burns.

Small flame-lamps are used during judgments, oaths and vigils for the dead. They are never used to torture a prisoner. This prohibition is absolute. The order has destroyed chapter records and removed commanders who attempted to call pain inflicted by fire a sacred test.

Equipment and Heraldry

The order's full emblem combines a shield, an upright sword, balanced scales and a white-gold flame. The shield belongs to Aelithia, the scales are shared by both patrons and the flame marks the Covenant. The sword passes behind the shield rather than through it, showing that force supports the judgment instead of replacing it.

Deep blue and ivory are the normal cloth colours. Silver represents clear law, while gold is used only as an edge or fastening. Field armour is not required to match perfectly. A chapter would rather repair a reliable breastplate than discard it for failing to look ceremonial. The emblem is usually painted on a shield, fixed to a cloak clasp or stamped onto a warrant.

Every cohort carries blank testimony sheets, sealing wax, evidence bags, chalk, cord, basic medicine and at least one hooded lantern. Senior investigators often carry small scales and standard weights because fraud involving grain, medicine and coin has harmed more people than many famous monsters.

Headquarters and Chapterhouses

The Bastion of the First Flame serves as the order's principal headquarters. It is a fortified religious complex rather than a palace. Its central structures include the Hall of Petitions, the Hearth of the Covenant, the Tribunal Chamber, an infirmary, armouries, guest quarters and the sealed archive known as the Black Ledger.

The Black Ledger contains judgments in which the order itself was found at fault. Names are restricted where witnesses remain in danger, but senior initiates are required to study the cases. The order believes that victories teach courage while failures teach limits. Several important rules, including the review of cross-border operations and the removal of a High Watcher, began in those records.

Chapterhouses vary with local need. Frontier houses are usually fortified and store grain, medicine and spare weapons. Urban houses employ more advocates and scribes. Coastal chapters maintain boats and rescue crews. All provide sanctuary for petitioners, but sanctuary is not permanent immunity. A person accused of a crime may be protected from a mob while still being investigated and surrendered to a fair court.

History

The earliest form of the order was a local vigil maintained by priests of Aelithia along an unsafe pilgrimage and trade road. They escorted travellers, guarded hearings and kept lamps burning at roadside shelters. Galenar's followers joined after several attacks were traced to a noble household which had bribed local judges. Protection alone had saved individual travellers but had not ended the source of the violence.

The joint investigation exposed the household, its hired raiders and the officials who sold them court records. The surviving accounts disagree over which deity first commanded cooperation. Later members consider the disagreement appropriate. Aelithia's servants knew whom to protect, while Galenar's servants followed the chain of responsibility beyond the people holding the weapons.

The order received its first broad charter after paladins defended three towns during a succession war and refused both claimants' attempts to recruit them. Instead, they guarded civilians, prisoner exchanges and grain convoys. The charter recognised their independence, allowed them to carry arms across several territories and required them to answer petitions without regard to allegiance.

Growth created problems. Some chapters became little more than noble bodyguards, while others treated accusation as proof and called personal revenge holy. The Judgment of the Ashen Hall ended the worst period. Paladins from four chapters investigated one another, removed two Watchers and made their own evidence public. The modern code, mixed cohorts and cross-chapter tribunals developed from that crisis.

The order's most persistent organized enemy is the Sanguine Sentinels, led in many accounts by Vexandra. The Sentinels present control, blood sacrifice and obedience as necessary prices for safety. They sometimes protect communities from one danger in order to own them afterward. This makes them a direct corruption of everything the Holy Flame claims to defend.

In the present age, the order is respected more for reliability than size. It cannot place a cohort in every threatened settlement and often arrives after harm has already been done. Its strongest chapters therefore invest in local advocates, trained messengers and agreements with temples which can protect witnesses until paladins arrive.

Internal Disputes

The oldest disagreement is between Vigilants who place Aelithia's restraint first and Vindicators who fear that restraint can become delay. Both positions have produced heroes and failures. The order does not attempt to end the argument, but requires mixed tribunals so that one interpretation cannot dominate a serious case.

Another dispute concerns political neutrality. Some members believe the order must avoid governing and remain available to victims under every ruler. Others argue that repeatedly returning a corrupt official to power is not neutrality but participation. Chapters are allowed to support legal reform, public records and independent courts, but are forbidden from claiming territory for the order itself.

The use of divine visions is also contested. A genuine revelation may save lives, but false visions, magical manipulation and sincere misunderstanding are all possible. The current rule treats a vision as a reason to investigate, never as sufficient proof for punishment.

Relations

The order's relationship with the Empire of Kurn Daruhm is generally formal and workable. Imperial roads, archives and courts make investigation easier, while the order's refusal to become an imperial force protects its credibility outside the empire. Disputes occur when governors invoke state security to conceal evidence. Dwarven officials often respect the order's records even when they dislike its conclusions.

In the Holy Kingdom of Alyren Shaeras, Aelithia's worship gives the order religious legitimacy, but local houses and temple authorities can disagree over who has final jurisdiction. The paladins are welcomed when defending communities and watched closely when investigating noble or religious institutions.

The Dominion treats the order with suspicion and sometimes hostility, particularly where its agents encourage witnesses to speak against powerful masters. The order avoids promising protection it cannot maintain. Removing a person from danger is not enough if the Dominion can punish their family afterward.

Temples of Aelithia and Galenar provide healers, archives and spiritual guidance, but neither church commands the order. This independence prevents a dispute between priesthoods from paralysing a chapter. It also means that the order cannot excuse a failure by claiming it only followed temple orders.

Notable Members

High Watcher Solara Flameheart is the present leader of the order. She is known for expanding the witness-sanctuary network and for requiring every chapter to publish a yearly account of gifts, seized property and unresolved petitions. Critics consider her reforms too administrative. Supporters argue that a hidden treasury can corrupt a holy order faster than any enemy.

Kelhsy Bladesong is counted among the order's best-known field paladins. Her service is associated with protection of threatened communities and with the difficult boundary between religious duty and the interests of the house to which she belongs.

Watcher Edran Vale led the inquiry which produced the Black Ledger in its modern form. He ordered his own failed command entered as its first public case after an innocent courier died because Edran pursued a suspect instead of securing the road.

Guardian Maelis Thorn is a retired investigator who teaches testimony and false-confession recognition. She is famous for telling initiates that an honest witness can remember badly and a skilled liar can remember perfectly.
