Solanar is the state deity of the Dominion and governs balance, time and judgment. The country article does not cover the full theology of the god, but several parts of that theology directly shape Dominion law and politics.

Solanari doctrine does not teach that good should simply defeat evil. Too much good can be considered as dangerous as too much evil if either side is allowed to dominate completely. Mercy and cruelty can both be considered valid when one is required to restore the balance, and righteousness does not automatically excuse an action if it creates a larger imbalance. In the most extreme application of this principle, Dominion law can accept an innocent person being punished or a guilty person being rewarded when the authorities believe the wider balance requires it. This is one of the parts of Solanari rule that outsiders find hardest to accept.

This belief affects the military as well as the courts. The Council of Balance, High Justicar, Council of Exchange and military command all continue to function, but none possesses the same complete authority as the Archon.
